The Quadrilateral Council is the highest governing body of the Agenda 74 Agency. It is composed of the founding institutions and strategic pillars that together define the ethical, operational, financial, and visionary direction of Agenda 2074. The Council ensures that all missions, partnerships, and institutional models remain aligned with the principles of equity, sovereignty, and long-term transformation.
Council Composition
The Council is composed of Six permanent institutional pillars, each representing a distinct but interdependent domain of global transformation:

European Social Label (EUSL)
Economic Justice & Market Equity
Custodian of Charity as a Business (CaaB), ethical certification, and cooperative economic models. EUSL provides the Council with its economic justice lens and SME mobilisation power. -
Global Social Impact Alliance (GSIA)
Governance, Compliance & Infrastructure
Architect of Flowhub Trio Plus, Flexsus, and the legal and operational frameworks for cross-border compliance, public-private partnerships, and digital governance. -
Global Social Equity Alliance (GSEA)
Advocacy, Cultural Diplomacy & Human Rights
Responsible for policy harmonisation, narrative building, and the Agenda 2074 Charter. GSEA ensures that all missions are grounded in equity, dignity, and inclusive governance. -

Vision, Research & Long-Term Impact
The strategic compass of the Council, providing the 50-year framework, Social Global Goals, and intergenerational governance logic that guide all missions and institutional models. -
Global Social Development Alliance (GSDA)
Sovereign Finance & Development Capital
The newest institutional pillar, GSDA coordinates sovereign funding pathways, blended finance structures, and development capital mobilisation. It ensures that all Agenda 74 initiatives are financially viable, bankable, and aligned with national financing frameworks. -
Global Social Cooperative Alliance (GSCA)
Cooperative Governance & Institutional Architecture
GSCA governs the PCGG framework and its five cooperative institutions. It ensures structural legitimacy, democratic ownership, and scalable integration of cooperative models across regions, aligned with Agenda 2074.

All M4X missions, institutional models (e.g., PCGG, SUDESA), and strategic deployments must be reviewed and approved by the Council. -
Compliance and Harmonisation
The Council ensures that all initiatives adhere to the ethical, fiduciary, environmental, and equity standards defined under Agenda 2074. -
Partnerships and Diplomacy
It serves as the primary interface with regional economic communities (RECs), multilateral development banks (e.g., AfDB), and supranational bodies (e.g., AU, Nordic Council). -
Narrative and Stewardship
The Council safeguards the long-term integrity of the Agenda 2074 vision, ensuring that short-term decisions do not compromise intergenerational commitments.
