The Quadrant Framework

Care to Change the World

Introducing the Quadrant

The Quadrant is more than a framework — it is the structural logic behind everything we do. Designed to operationalize Agenda for Social Equity 2074, the Quadrant allows A74 to act with coherence across time zones, mandates, and missions. It holds together four interdependent domains of work, each essential to long-term, equity-led development.

Rather than separating theory from practice or values from systems, the Quadrant integrates them. It functions as a living architecture, a working model that scales, adapts, and governs without losing direction. It keeps A74 both principled and practical — able to lead with vision, and deliver with precision.

The Quadrant Framework is the foundational model of the Agenda 74 Organisation (A74O). It ensures that all missions, institutions, and tools operate within a coherent, balanced, and future-oriented structure. Each quadrant represents a critical domain of transformation, and together they form a unified system for delivering measurable, sovereign, and scalable development outcomes.

Quadrant I: Economic Justice & Market Equity

Lead Entity: European Social Label (EUSL)
Key Instruments: Charity as a Business (CaaB), Cooperative Union for Workers and Entrepreneurs (CUWE), Cooperative Social Impact and Equity Party (CSIEP)

This quadrant drives the integration of inclusive business models and ethical commerce. It empowers small and medium-sized enterprises (SMEs) through certification, cooperative structures, and market access. The PCGG framework—anchored in cooperative governance and public-private social economy—is deployed through this quadrant, ensuring that economic growth is both equitable and regenerative.

Quadrant II: Governance, Compliance & Infrastructure

Lead Entities: Global Social Impact Alliance (GSIA), Public-Private Cooperative Governance (PCGG)
Key Instruments: Flowhub Trio Plus, Cooperative Employers Impact Union (CEIU), Center for Global Equity and Inclusion (CGEI), Societas Cooperativa Europaea (SCE)

This quadrant ensures that all initiatives are executed within transparent, accountable, and legally sound frameworks. It provides the architecture for public-private partnerships, digital infrastructure, and institutional compliance. Flowhub Trio Plus serves as the digital backbone, while PCGG institutions operationalize governance reform and cooperative delivery models across sectors and regions.

Quadrant III: Advocacy, Cultural Diplomacy & Human Rights

Lead Entities: Global Social Equity Alliance (GSEA), SUDESA
Key Instruments: Agenda 2074 Charter, Council for Global Social Advocacy (CGSA), Unity Academy

This quadrant elevates the political and cultural dimensions of equity. It focuses on narrative shaping, policy harmonisation, and inclusive governance. SUDESA, as a co-owned agency between EUSL and the Government of South Sudan, exemplifies this quadrant’s mission: to institutionalize equity in fragile contexts through digital inclusion, gender justice, and social development. CGSA and Unity Academy provide the educational and advocacy infrastructure to support this work.

Quadrant IV: Vision, Research & Long-Term Impact

Lead Entities: Agenda for Social Equity 2074, Unity Center of Excellence (UCE), Unity Academy Center of Excellence (UACE)
Key Instruments: Agenda 2074 Goals, M4X Missions, Strategic Milestones

This quadrant safeguards the long-term coherence of the Agenda 74 Organisation. It ensures that all interventions are aligned with a 50-year strategic horizon and grounded in intergenerational equity. Through research, foresight, and academic partnerships, this quadrant provides the intellectual infrastructure for systemic transformation. M4X Missions are deployed from this quadrant, ensuring that vision is translated into action.
