About the SADC Mission

A Regional Commitment to Agricultural Sovereignty, Housing Equity, and Cooperative Development

The SADC Mission under the Agenda 74 Agency is a strategic initiative to support inclusive development, agricultural transformation, and social infrastructure across the Southern African Development Community. With a diverse membership that includes both resource-rich and institutionally advanced states, SADC is uniquely positioned to lead Africa’s transition toward circular, sustainable, and equity-centered development.

Anchored in the Agenda for Social Equity 2074 and aligned with the African Union’s Agenda 2063, the SADC Mission is not a one-size-fits-all model. It is a differentiated strategy that recognizes the distinct priorities of each member state—whether it be Angola’s agricultural resurgence, Namibia’s housing innovation, or South Africa’s institutional depth.

What We Want

We want to build a Southern Africa that is not only productive, but just. We want to ensure that agriculture is not extractive, but regenerative. That housing is not a privilege, but a right. That development is not imposed, but co-created.

We want to:

  • Transform agriculture into a cooperative, climate-resilient, and export-ready sector
  • Support national housing strategies that prioritize affordability, dignity, and sustainability
  • Deploy modular infrastructure to underserved rural and peri-urban areas
  • Empower youth and women through vocational training and cooperative enterprise
  • Align national strategies with regional integration and global equity frameworks
  • Ensure that no country, community, or citizen is left behind

Our Goals

The SADC Mission is guided by five strategic goals:

  • Lusophone Agricultural Leadership

    • Support Angola and Mozambique in deploying SFPSEI as anchor countries
    • Build cooperative food systems and rural logistics infrastructure
  • Housing and Urban Equity

    • Align with Namibia’s SWAPO Manifesto to pilot affordable housing through ECHO hubs
    • Integrate land registration, construction cooperatives, and digital infrastructure
  • Institutional Innovation and Cooperative Governance

    • Launch PCGG components in Angola, Botswana, and South Africa
    • Embed cooperative governance into labor, enterprise, and education systems
  • Regional Integration and Trade

    • Harmonize agricultural and housing policies across SADC
    • Develop cross-border trade corridors and regional value chains
  • Structured Investment and Global Engagement

    • Engage AfDB, SIDA, and other partners for financing between $41M and $500M
    • Position SADC as a regional leader in sustainable development and equity

Expected Impact

The SADC Mission is designed to deliver measurable, transformative outcomes:

  • 10 million people lifted from poverty and housing insecurity
  • 5 million hectares of land brought under climate-smart agriculture
  • 500,000 affordable housing units developed through cooperative models
  • 100,000 youth trained in agriculture, construction, and renewable energy
  • Regional trade corridors established across Angola, Botswana, and South Africa
  • Strengthened partnerships with AfDB, SIDA, and regional institutions

Why Angola, Botswana and Namibia Matter

Angola and Botswana are emerging as regional leaders in agricultural transformation, with a clear commitment to cooperative governance and food sovereignty. Namibia, by contrast, is charting a unique path—placing housing at the center of its development agenda. These two countries represent the dual pillars of the SADC Mission: food and shelter. Their leadership is not only strategic—it is symbolic of a region ready to lead on its own terms.
