About the EAC Mission

A Regional Commitment to Inclusive Digital Transformation and Institutional Renewal

The East African Community (EAC) Mission under the Agenda 74 Agency represents a strategic initiative to support member states in building inclusive, digitally sovereign, and socially equitable societies. Anchored in the Agenda for Social Equity 2074 and aligned with the African Union’s Agenda 2063, the EAC Mission is not a program—it is a long-term institutional commitment to doing development differently.

The mission is implemented through a portfolio of programs, institutions, and frameworks designed to modernize governance, empower communities, and catalyze sustainable economic growth. It is structured to respect national sovereignty while enabling regional integration, knowledge exchange, and cooperative innovation.

What We Want

We want to support EAC member states in building the institutions of the future—transparent, inclusive, and digitally enabled. We want to ensure that governments are not only functional but trusted; that economies are not only growing but equitable; and that technology is not only present but empowering.

We want to:

  • Digitalise public institutions and service delivery systems
  • Create meaningful employment, especially for youth and women
  • Build sovereign digital infrastructure and data governance frameworks
  • Strengthen cooperative governance and social equity
  • Foster innovation ecosystems rooted in local ownership
  • Align national development with regional and global agendas
  • Ensure that no country, community, or citizen is left behind

Our Goals

The EAC Mission is guided by five interdependent goals:

  1. Digital Sovereignty: Support the deployment of national fiber networks, data centers, and cloud infrastructure to ensure secure, sovereign control over digital systems and services.

  2. Institutional Transformation: Modernize public administration through e-Government platforms, digital ID systems, and interoperable service delivery frameworks.

  3. Social Equity and Inclusion: Embed equity into all programs, with a focus on gender, youth, and marginalized populations, ensuring that digital transformation benefits all.

  4. Job Creation and Human Capital Development: Launch vocational training, digital literacy campaigns, and entrepreneurship programs to equip citizens for the digital economy.

  5. Regional Integration and Leadership: Position EAC countries—especially South Sudan—as regional leaders in ethical digital governance, cooperative innovation, and inclusive development.

Expected Impact

The EAC Mission is designed to deliver measurable, transformative outcomes across the region:

  • Over 100,000 jobs created through infrastructure, services, and innovation
  • Full digitalisation of government systems in pilot countries, starting with South Sudan
  • Establishment of sovereign data centers and national cloud environments
  • Deployment of Surface devices and Microsoft 365 across ministries and schools
  • Launch of cooperative institutions under the PCGG framework
  • Integration of digital equity into national education and governance systems
  • Strengthened partnerships with AfDB, SIDA, Swedfund, and regional bodies
  • A new generation of digitally fluent civil servants, educators, and entrepreneurs
