From Fragility to Resilience: CAR as the Anchor of Agricultural Transformation in Central Africa

The ECCAS Mission under the Agenda 74 Agency is a strategic initiative to catalyze inclusive development, agricultural modernization, and regional integration across Central Africa. Unlike other RECs, ECCAS has yet to institutionalize a unified agricultural transformation framework. This absence presents a unique opportunity: to build the future from a clean slate, starting with the Central African Republic (CAR).

CAR’s formal entry into the SFPSEI framework—Staple Food Programme SDEP ECHO Implementation—marks the first deployment of Agenda for Social Equity 2074 within ECCAS. It is not only a national milestone but a regional turning point. Through CAR-SFPSEI, ECCAS gains a living blueprint for climate-resilient agriculture, modular infrastructure, vocational training, and cooperative governance.

Implementation Strategy for ECCAS

The ECCAS strategy is structured around four interlinked pillars:

  1. CAR as a Regional Demonstration Site

    • Full deployment of SDEP and ECHO modules in CAR
    • Integration of vocational training, modular infrastructure, and climate-smart agriculture
    • Use of CAR as a testbed for regional policy harmonization and trade facilitation
  2. Blueprint for Regional Replication

    • Development of ECCAS-wide guidelines based on CAR’s seed, fertilizer, biosafety, and bioprotectant programs
    • Creation of regional commodity exchange and trade corridors
    • Technical assistance to Chad, Congo, Cameroon, Gabon, and others for adaptation and scale-up
  3. Institutional Innovation and Anchoring

    • Proposal to establish a CAR-based ECCAS agricultural coordination body, modeled after ACTESA
    • Integration with GSIA and EUSL for compliance, investment, and monitoring
    • Development of PPP frameworks and ESG standards for regional deployment
  4. Strategic Alignment and Global Engagement

    • Full alignment with Agenda 2074, Agenda 2063, and AfCFTA
    • Engagement with AfDB, World Bank, EU, and bilateral donors for structured investment
    • Positioning ECCAS as a future contributor to Africa’s ambition to become the world’s food basket
